The mock election to demonstrate
the accuracy of the SMARTMATIC-provided PCOS Machines was conducted on July 24
and July 25 at the House of Representative.
Two hundred and thirteen (213) votes out of 8,295 votes that were counted by the PCOS Machine differed from the
count conducted by the Manual Audit on each of the candidates of the audited
elected positions.
The difference that amounts to 213 votes resulted in an error rating
of 2.56781% or an accuracy rating of
97.43219%.
On June 8, 2010 the Philippine Senate and the Philippine House of Representatives in joint session finished the canvassing of all the votes for the presidential and vice-presidential contests. On June 9, 2010, Senator Benigno Aquino III of the Liberal Party (LP) and Makati Mayor Jejomar Binay of the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) were proclaimed as the president-elect and the vice-president-elect, respectively by Congress in joint session.
The total number of votes counted by the PCOS Machines for the Vice-Presidential Race was 38,149,371. See Table in the next page. This figure included the 2,983,816 which were considered as invalid votes by the SMARTMATIC-PCOS Machines. At the PCOS Error Rating of 2.56781%, the total number of votes miscounted by the PCOS Machines is about 979,603.
However, the winning vice-presidential candidate obtained 14,645,574 votes and its closest rival had 13,918,490 votes. This means that the vice-presidential elect led its closest rival by 727,084 which is way below the PCOS miscounted votes of 979,603. Hence, the winner of the vice-presidential race cannot be determined definitely. A 100%-manual recount must be conducted to determine the real winner.
